America's Declaration of Independence states the self-evident truth that all people are created equal [1]. It is the proper role of our government to secure the equal rights of citizens. Democracy has proven to be the system of government that best promotes equality [2].

For Democracy to function effectively voters must have confidence that their elections are being administered fairly and efficiently. It is therefore important that a well defined process be put in place to assure that election results can be objectively verified for accuracy [3].

The best way to assure accurate election results is to make sure that all state election systems produce an auditable paper trail and to perform a random audit of 1% of each state's votes before election results are certified [4].
